Must be extremely rare, or extremely late game, as I have never seen it personally...
I can confirm with the new Science station, once the Tholians are part of the Fed, you get the option at the science station to research the rare tech. Then once you research it, you are free to colonize these planets. I am currently in a Fed game and the tholians just joined up with me. Once they did, the rare tech was there.
I've never managed to get the Tholians to join... They either end up wiped out by the Cardassians, or I just end up not getting that far into the game to have them join...
I think that is the only way to get the tech. Not confirmed, but I believe once you get them, that is the special tech from them(like the vulcan Kin Kin Cruisers and such).
Example: You chose Eugenics tradition + allow Eugenics policy, and also get ultra rare/red gene modification technology, but you still CAN'T use it, becouse you are not Dominoin or Sulibans.
I love and hate this this mod. Love because its interesting, and hate because almost everytning is race locked.
