You can smash them together but they probably won't work very well together, no. both mods make sweeping, large-scale changes and were never designed with each other in mind, so the one at the bottom of the load order is just going to overwrite the other one. It's not like it'll crash or anything, but don't expect ME's dragoncallers to suddenly have any of the new stuff by MM.
