Just, how do you actually stop being forced to spawn with it? It's kinda annoying.

if your making a mission you can change the settings with one of the TFR modules "Force Use TFR" i think and under it you can see "Give TL Long Range Radio" change that to False or Disabled and "Give Rifleman Radio" also to disabled. this should stop Team Leaders automatically being given long range radios which is what im assuming your question was meant to be.

That isn't very specific kind of location for the settings, I don't think there's any settings in a backpack anyways.

It has to be done at the time of mission creation in the editor when you place the TFAR module on the map and you set the parameters there.

If you are asking WRT an existing mission, the you'd have to unwrap the .pbo file and edit it in the editor or otherwise to get the same effect.
