Everybody's soldiers are always zombies...

I found that my empire had 60+ years of advanced soldiers from the current time period, and had a much larger army then the one I was facing... However, once I entered battle, I noticed something...

All of the enemies soldiers were ZOMBIES. So they absolutely just destroyed by army. I restarted the game, started up again as another nation... Other nations still use OP zombies....
