I'm still a little confused about the folder issue, though. I'd suppose it's the workshop wonkiness I keep hearing about, if the dropbox link works fine

Because if it is, then it's definitely dropbox being wonky and retaining parts of the old copy. The copy I uploaded to dropbox last night reads as follows:

As for the government crash... drat. That also doesn't happen to me, unfortunately. Does it happen if you edit Zombie Invasion ET\history\countries\ZOM - ZombieHorde.txt to read this up top (removing the comment #)

If yes, might just be Dropbox acting up temporarily. Downloading and extracting a fresh copy at least seemed to work for me.
It seems I might not be able to upload to Steam as a contributor rather than owner, but there's the direct download.
Updated to 1.27 and fixed the decolonization bug. Seems to crash when I hover over the war icon on the horde, but otherwise works just fine and won't bother hunting that issue's solution down
Tip to start for others:
First event, just press the only tab that says "localization_missing"
Second; press the bottom button
Third; press the top button
Fourth; tag a country and then press ` on your keyboard to access the cheat console; type event zi.1
Fifth; enjoy Europe (or whatever country you chose)'s destruction
