You need to go in to Hammer itself to give it a path, and the other entity required to drive it, npc_vehicledriver I believe, and this means that you would have to build your own map or decompile one every single time you wanted to change or edit something after a long while of playing around with whatever you currently have made.
It's not just a regular thing you can move with npc_select and npc_go or whatever.
No, there is currently no addon, tool or anything that you can use to do this "on the fly" in GMod currently, I wouldn't count on one being made either.
