In the case of a soldier with an MP 40 initially equipped with 200 or 300 9mm cartridges (and now without any ammo), the weapon will only be resupplied in #valour with 6 magazines of 32 cartridges (i.e. a total of 192 usable by the weapon, and not one more : no other "extra" or "bonus" ammunition will not be added to inventory).
Ditto for a tank, like a Panther, which could have 50 armor-piercing shells and 27 high-explosives shells at the start, it will only receive what is provided by the automatic reload (that is to say 20 AP and 15 FG), if its shell bays are totally emptied. But if not totally empty (still more than 20 AP shells or more than 15 FG shells), no change to the number of available ammo will take place.
This is what may suggest that the refilling of ammunition hasn't been carried out.
A little frustrating, but that's the mechanics of the game !
