First off, you did add it to the world, right ?

If you did, try forcing the game to redownload it (as there are known issues with the game), go to the mods folder (%appdata%/SpaceEngineers/Mods) and delete the 428842256.sbm file (the number is from the workshop ID, in case you want to do the same for other mods).

If that still doesn't work, send the game log, it's in %appdata%/SpaceEngineers/SpaceEngineers.log.
