i unsubscribed and then resubscribed and it reinstalled and worked as normal

Try this: Unsubscribe and delete the Modfolder for the Complex EVO Mod ( rightclick > options > Lokaldata > Search lokal files > HomeworldRM > DataWorkshopMods > the one long number ... now you must search for Complex EVO ( one data called ComplexEvodevbuild39.big ) for me it was folder:
Delete the folder where the .big file from ComplexEVO was in

now wait a second and resubscribe the mod
