Is it a Roman bug?
Hello! I'm playing a campaign as Sparta. Rome declared war on me, and they started sending fleets and armies to my shores. Everything felt normal and fun at first. I transitioned from being a defender to an attacker and launched a campaign in Italy. My armies were advancing into Italy, but there was no response from the Romans.

I noticed that a Roman army remained stationed at the border for several turns without moving. I placed one of my armies in front of two strong Roman armies, and I was worried I might lose it. Yet, the Roman armies did not move to engage me, even though I was vulnerable. I couldn't help but feel that this might be a bug, or perhaps the Romans had some strategy in mind that I wasn't aware of.
I can see they have more than like 4 or 5 armies and yet non of them moved to attack me.

They probably have some other wars and Rome 2 AI is unable to handle multiple fronts at the same time, e.g. unable to defend in spot A and still attack in spot B.

You're right; the Romans has already started to feature huge, strong armies. Thanks for this masterpiece! I have a quick question: in most town battles, when the AI is attacking, it always sends its commander to attack first. This often results in the enemy commander dying early in the battle. Can this be fixed?

Well the AI isnt a clever cookie :D!
is far better vs vanilla.. I am sure there are Submods that will enable realistic battles etc - this might help your experience?

Not tried it personally as the mod is perfect for me.

So called realistic battles submods are based on movies, than actual realism, unless someone wants more flashy and quick battles.

Battle AI is unmoddable, it can be sometimes inclinned to do specific stuff but these behaviors need to be there in the first place.
For some reason CA made it so that AI just loves to suicide own cavalry commander in siege battles.
