im having the same problem right now and it's getting frustrating. I think it must be scripted or they won't ever surrender cause AI is cheating as hell, every time I beat their army they spawn a new full stack with lvl5 general and balance of power never seem to change.

I figured it out through a diplomacy submod that makes factions peace out faster when they lose allot of troops/towns but i still had to take Numidia and 3 stacks before they even considered peace

Key is to smash Cathage allies too ;) and then a high chance of peace & considerable amount of money you can demand off them also.
