I hope I'm missing something, but I have supply buildings in my border territories and food buildings in every region yet I'm still running out of supplies and suffering food shortages. I've had to import food since I conquered my first province and I don't see myself ever changing this. I have 4 complete provinces and can't seem to support 2 stacks, while the enemy can happily field multiple full stacks with one province.
