Sounds like a problem with installation of the mod. Or if you using other mods maybe a conflict? If using other mods make sure to disable them in the launcher and only have DEI enabled to test that.
Try verification of Steam files for the game. If it does not help try perhaps to delete the data folder in the game directory, then verify files again, this will required it downloading most of the game + the mod from workshop again. If that also do not work, try unsubbing the mod from Steam and instead download the 2-part mod files from the DEI website and place them in the data folder.
