Veryfiy game files in Steam and it should fix it.

I have the same problem, tried verifying game files, removing other mods, even reinstalling the whole game and installing DEI only... nothing worked

Yeah, new update messed up stuff for a lot of people. Like people playing in German dont even get facial animations in diplomacy mode, some people cant even start the game at all and multiple other issues. Sadly they are not universal so hard to advise on anything.
