Not scripted Grand Campaign?
I'm playing the Grand Campaign, and finally managed to kick Epyrus which suspiciously finally allowed me to peace them out.

Then the northen Italy Barbarians declared war without warning, or even bad relations between us.
After kicking them I tried to rebuild but then Carthage! Who I had +100 positive relations and not agression pact, suddenly declared war on me for Sicily aparently, even tho I had never tried to conquer any of it.

And now Sparta, who are literally at neutral relation, they don't care about my existence, barely know who I am, and aren't allied to Cartage, declared war on me!

So, isn't there a way to play the Grand Campaign at my own pace without having these scripted events happening?
Just like base game Grand Campaign?

None of what you described was scripted outside of Carthage capturing Sicily to trigger Punic Wars.

But why would the Barbarians or Sparta declare war?
We had neutral relations
Unless I'm dumb and I don't understand how to play this game

Its RNG. Each turn AI has a dice roll if it will declare war on you or not.

And if you have a lot of wars, AI thinks you are easy target so its more likely to attack.
