So I understand that you can use Generals as Governors by stationing them inside cities for tax bonuses for example. My issue is that some generals increase income while others add like 20 gold per turn even though their tax bonus is higher and I can not figure out why that is.
Can someone explain to me how general bonuses work exactly?
