Is it no longer possible to starve the AI?

I am athens and immediately at war with Sparta and Larissa. Im hiding behind my walls as both their armies are in supporting range. Ive sent my spy Sparta and have them at -4 food but they aren't losing troops.

I feel like its the Pelopenisian war all over again, except I dont already have an empire
