Some Great Projects for Other Hegemonies
Does this work for hegemonies created by mods? Such as the African hegemony, the Slavic hegemony, or simply to create a hegemony?
It seems that this can be simply tied to the title of hegemony.

It should work for all Hegemonies, those added by other mods as well; although I'm planning on adding irrigation systems and those will be tied to regions.

What about a project to build a grand building? So that it could be built even without a legend?
Or a grand holiday project that would raise taxes, promote happiness, and promote development for years to come?

I would prefere to keep the legends rewards unique to them; grand holiday is interesting though, maybe like a Roman Triumph or some sort of festival, although I feel it is more of a thing for an activity, when I think about it

Yes, but this will give a buff to almost the entire state, and not just a small bonus to the county like a tournament
