I didn't have time to fix all the problems introduced with the patch adding monuments then another update broke everything and I saw that the expansion to China would change everything again anyways, so I decided to wait until All Under Heaven was released and I would use the new mechanics to fix and expand some of the limitations of Popes and Doges earlier. As I had hoped, adding tons more administrative governments, the CK3 developers were forced to make the administrative government form more flexible and allowed for county level noble houses.
