I've removed treasury from republics as vassal republics were screwed up by it, and I've made it so you can land your court chaplain and create a theocracy, so it's easy to create theocracies. I have also fixed an issue where theocracies could not grant titles and fixed a few bugs with succession influence.
Looks like republics are working well though.
I think there is a problem with treasury setup you use. If you are a republic with a treasury you get treasure income from development that is amount you pay to your liege adjusted by monthly_treasury_from_liege_mult. Administrative lieges have expenses for vassal development, but if your liege doesn't have treasury then there are no treasury expenses and vassal development money seem to get printed out of thin air.
So it seems it's best to leave republics without treasuries as they seem to only function correctly if entire chain has treasuries too.
