Spy Disguises dont fool enemies?

If it wasn't a TF2 bot then its because regular NPC's shoot TF2 bots regardless.

It was a TF2 bot. The tf2 bots dont get fooled by the spy's disguise.

To be honest they don't in actual TF2. Try starting an offline game and becoming a spy. They'll see through it almost straight away.
