The bots are most likely not moving or shooting because the map you're playing on has no AI Node. Meaning it can't pathfind and walk around the map rendering it dormant.
How to fix this problem: (MAKE SURE YOU ARE ON THE MAP YOU WANT AI NODES IN) Open console by pressing ~. Once this is done type into the console "nav_generate"
This will make your game EXTREMELY laggy and unplayable until it is done registering, When done your game will restart

There you go! Your bots can now move around!
