They're Coming Out Of The Woodwork Achievement
Hi!
I still cannot get that achievement, like many others, I guess.
Some threads on Steam advice to use this mod in order to get that achievement.
I used this really helpfull mod to get some another achievements, but this one is impossible.
I've tried to create every kind of partisan troops 50+ quantity, but it didn't help.
Please, if anybody knows, which certain troops are needed or which version of mod is required - write down in the thread.

P.S. I use 32-bit compatible version of CoH2, and don't have Partisan Tactics Commander.

It should be possible by building certain units from the 'Partisan Supplies' structure. This is located near the HQ and becomes available after constructing one tier structure. The required units for the achievement are:
Partisan Troops - LMG
Partisan Troops - SMG
Partisan Troops - Rifle
All of them have to be build 50 times. I cannot test it since I already unlocked the achievement, but I checked the files and the references of these units match with the achievement.
