Spearhead is a tuning pack and that cannot be combined, since this is also a tuning pack. It can be combined with a winning condition.

when will this mod will decided as All 170 Infantry only? cuz there is All Infantry only mod same as 170 All units version in my COH2 but it wasent on workshop when i type All Infantry Again

That was an experimental version from many years ago (currently full of bugs due to more recent game updates). It never was meant to be published in that state and it is not further developed anymore.

It is still in the workshop, but set to invisible.
