I don't understand your problem

One character can't climb ladders in the house during the neighbours section.

Update to above: we killed our friend by falling on him from ladder and letting him bleed out. This then soft locked us as we couldn't exit the house.

This is black ops 3 fps problem. You need 60+ fps for ladders.
You can only kill a comrade if you jumped on him while he was in prone position like in every BO games, but in that case you can always revive him
