Unfortunately, that's a problem with Prison Architect itself. I'm not sure if I can fix it, but if I figure it out, I will update the mod.

I install the mod. Then I create a new map, I load it up to find just dirt and normal people, but I hear the wind howling, which was part fo the mod.
Make sure you have no other mods enabled. The Winter Mod might be conflicting with one of them.
[EDIT] I disabled all my mods then enabled the winter one and got the same result.
This is a bug with the game itself, and not the mod. To workaround it, make sure you have nothing selected on your mouse (like an object, or material). Just hit ESC to de-select. Then try clicking on the plus icon to extend the objects menu.
