No airblast.
So perhaps some mechanic related to launching the harpoon and it counting as a melee attack. Perhaps range and arc similar to an uncharged huntsman. Perhaps the harpoon could be recharged by dealing damage.
Perhaps this versatility could come at the cost of severely nerfed afterburn, or instead nerfed airblast.
I was thinking something similar, but using airblast as the way to launch the Harpoon
Just list it like a regular statblock like I did
→ (Tar will damage over time, slow enemies, can be shot while submerged in water, takes 2 seconds to be extinguished by liquids, cannot be removed by a pyro's compression blast, but lasts 66% less time then afterburn)
+ Alt-fire: Harpoon Shot
→ Fires a single, short-range harpoon that pulls enemies toward pyro
→ (on a 8 second cool down and costs 30 ammo)
- Range reduced by 30%
- Damage reduced by 25% compared to fire
- No compression blast
