In another instance, I just came close with an NPC soldier asking how are you, and they started shooting at me without no reason.
Also it's really strange that if I mistakenly hit an NPC they didn't react at all, but if I honked at them mistakenly, they suddenly have the urge to attack me.
And when I try to read a brochure at the West Point police station, suddenly every police in the station became hostile and try to shoot me down like I am a most wanted criminal in Knox County
when taking ANYTHING in container especially inside a building, make sure:
1. you have sufficient money. or
2. no one sees you; no one in a same room with you; no one is too close with you even there's a wall between you and other npcs
in some cases you can't buy things and will be considered stealing. make sure no one has gun in vicinity so you can get out or knock any aggressive npc(s)
if you want to do some "vigilante's job", make sure you do it by yourself or another civilian good samaritans (in last stage of knox event when people starts to change to zeds). Doing it with any LEO or Army, especially when entering building, will increase the probability of being shot by them. Might be because the AI counts it as trespassing or whatever. Just do any vigilante's job by yourself.
