you need to find a hurt NPC and right clicking on them and pressing 'Heal' as the guide states.

yup. police is great. money and find the key to the station, get the armory.

they only care if you steal loose money from containers.
and when the cops "care" about you doing something.... thats it for you!

avoid the jail cells sometimes. they spawn in prisoners (bandits) fully kitted out with guns, duffles with gear etc.
and they will keep respawning the minute you get out of render range. cops too who will attack the bandits in the cells but they dont have keys either....

its a blood bath but funny. not all jails have this. and if you peak the corner, duck.
