I had pawns at the very beginning successfully construct the Amplifier on their own without supervision.
I then layed out additional Gravship Substructure tiles and planned for them to haul containers to the second floor.
They hauled the containers without issue and started work on a few substructure tiles.
Then all of a sudden the work ground to a halt, they won't attempt to move between layers anymore and my mechs are stuck on whatever floor they are on and won't go through the stairs automatically, just idling.

I read through the guide, and it mentioned that "using normal stairs or ladders prevents you from constructing substructures around the exit on upper floor levels".
I'm not quite sure, but after having used the gravship ladder to unlock the upper floor I made a regular staircase leading to the second floor, and around the time after the construction of that regular staircase it appeared to stop working.
Dunno if that's just incidental, but that was my observation.
Ok, I actually found the issue. Using UINotIncluded there was a Multifloor Schedule tab, and I've set all pawns to "allow" previously... thinking this "allows" them to use other floors.
I now set every pawn to "unallow" and they immediately started working on the other floor.
