Otherwise if you're cheating in singleplayer or with a group of friends consenting to the cheats, it should be completely fine. Plus, Admin System can have legitimate uses as a convenient way to kick or ban unsavory people, or handle glitches or softlocks in maps like Nascoz has stated in their 2019 2 review video.
Main issue here is Fug broke script mod compatibility unintentionally but doesn't care enough to fix it, so it falls on other people to pick up the pieces.
you may also opt for using sourcemod for both local or dedicated server use, which comes with no risk of having script incompatibilities
as for the rest, the vscript admin commands work fine for all maps in the campaign on my end, so i am not sure what the issue is to begin with
