Not really a bug and more of just the mod working too well, but just a quick warning if you're like me and forgot you already had the trait, but make sure before you read the magazines. I already had quick learner but I was blind and stupid and didn't see the trait icon for Fast learner on my character already which was removed once I finished reading the Fast Reader magazine
