I think culture is a good addition to slow growth. That was for me the worst aspect of vanilla--that certain factions would steam roll and others would be eliminated before you even encountered them. Also made the game a better challenge for the player.

@androrix Thanks for the feedback. I dropped the culture update anyway. Just wasn't sure it was in keeping with the original, but I enjoyed the mechanic in some other mods I played. I just felt they had too many modifiers, making it a little too hard to overcome at times. I think the original game was more fast paced, so hopefully the way I've implemented it will provide balance.
