Please can you tell me how to get mods like this on Steam?
I want to make some mods for the game but I don't know how to get them onto the workshop, I've looked everywhere I can including the Steam Support website but there just weren't any answers. Is there something I'm missing, or am I just not good enough?

You need the Civilization Beyond Earth SDK for that. You can find that under Tools in Steam as soon as they're released.

In lieu of the actual relevant info I imagine it would be very similar for any documentation for Civ5 considering they use the same system.
