My only additions are adding a 'dialogue when captured' and I do not alter the AI packages, or anything else that could change behavior outside of captured dialogue.
I can only guess that you have another mod altering this, and maybe some weird conflict. Though, nothing should conflict with my mod except another recruit prisoner mod.
I recommend testing again. Plenty of times in the past I've been mistaken on the mod causing a conflict because troubleshooting can be tricky and convoluted. I hope you solve it, or just enjoy the game however you play.
Now I saw a guy in the comments who had the same problem. It doesn't seem to be related to the dialogue expansion and dialogue plus mods. Also, when I change your mod to the original Recruit mod and everything else remains the same, the problem doesn't occur.

It seems that at some point, I had this mod open in conjunction with GenMod, and somehow some AI packages got deleted from this mod because GenMod had them deleted. It must have been from a mistake in a merge or cleanup or errorfix type situation because I know I didn't do this intentionally.
Anyway, I was able to revert those changes to default. So that should fix this issue. !! :D
Might require an Import, otherwise maybe a few days away from the area should fix it.
I selected cpu without having any, then it gave me a cpu? Then he was recruited.
I'm glad you brought it back up. I'll have to change it to also charge cats, and put the 'giveitem' back on the right dialogue.
