Another option is to assign the Refill Tank with something like [Bottle:P1:1], then name the Inventory something like [Bottle:P100]. The result is that it will pull a Bottle to the Tank, just 1 Bottle, and leave it there, Now you'll always have a Bottle in the Tank, then leave the rest in the Container.
I am assuming of course that this Mod accepts Wildcards (such as Bottle, Hydrogen, Oxygen, etc.) as well as specific Labels (such as OxygenBottle)
