as for wc coming back up into the world even after removing it can have multiple causes:
- another mod requiring wc directly or a mod that in return requires wc, in both cases it temporarily loads the mod for the world
- something gone haywire and you caught a case of file corruption either on modside, space engineers side or steam side which can usually be solved by letting steam check for file integrety, if that didnt help making a clean redownload of all modfiles (so after deleting all modrelated filed from the main and worldspecific storage folder as well as from the workshop folder of the steam library in which you did install se) and in the worst case scenario by deleting the acf for the workshop and letting it regenerate.
you did write that you did made a completly fresh reinstall, though was it just telling steam to uninstall and reinstall the game or did you also delete the files for se inside the %appdata% area? also this does not remove the workshop files and doesnt help if something has gone haywire there.
