most of the vampire coast features, warband upgrades, infamy upgrades, lohkirs black ark recruitment and 6 dark elven rites feels like way more features then this faction needs.
but im not an a-hole, so heres my possible solutions
1. you could make him a full on horde faction
Reason: the lore say this guy is ran away from the dark elves, so it would make sense that he wouldnt keep true settlements until malekith is dealt with.
2. retain the following faction mechanics
1) warband recruitment
2) black market
3) vampire coast: infamy, Treasure hunting and pirate coves
4) boarding black arks (love this feature)
5) legendary lord being a black ark
Reason: these are the really cool ideas that make me want to use this mod.
3. ditch the following features
1) warband upgrade
2) infamy upgrades
3) Black Arks at every port
4) the extra 2 elven rites compared to everyone else
Reason: these features make the campaign feel bloated.
4. the pirate coves could be expanded vs. vampire coast, like a skaven undercity, then when you conquer Naggarond (or maybe a quest battle), you can start building actual cities.
Reason: it could be a really cool goal to reach for, maybe as a short victory and the long victory is taking over or destroying the remaining elven factions.
i apologize if this is alot, but i had to get this off my chest, like i said this mod has a ton of really cool ideas, its just a little bloated.
