I would find it incredibly helpful if you checked the Database.log and Modding.Log (index for 'BRS' or 'Error' by hitting CTRL + F)and reported back the contents here. The Logs file path is C:\Users\[name]\AppData\Local\Firaxis Games\Sid Meier's Civilization VI\Logs where [name] is your User name.

Note: if you navigate to the mod directory (often in \SteamLibrary\steamapps\workshop\content\289070) and search Black Rock Shooter, navigate to \Core and find all .lua files, you can edit it and set the DEBUG_MODE to true. That enables debugging from Black Rock Shooter Lua files to Lua.log.
