报告翻译问题
For me, they seem to be in every other system! But I don't really care about them because I don't think they're meant to be run solo, and I never play multiplayer. Perhaps they're like cats: Whenever you don't want or need one, they're all over you . :)
FWIW, I mostly hang out in neutral territory, so perhaps they are more common there?

I think it'd be more like the pirates own the casinos. At least, they're called "Syndicate Casinos," and I believe the pirates are the Syndicate or part of it? (I haven't read all the lore, obviously. LOL) So, it makes better business sense not to have the casinos in their own space but to put them in places where lots of different people might go to/run across them. Kind of like the Mafia and Las Vegas. Neutral space would make more sense, in that case.
