The default POI regeneration timers are listed in the PDA in-game, or you can see them on Empyrion Buddy here:

Assuming your server has POI regeneration enabled, the timers are specified in the actual playfield files, per POI entry. You can edit them, however it would be a tedious process as you'd need to edit each individual timer in each playfield file.
Note that making custom edits to the scenario basically voids your "warranty" and I'll be unable to offer any support for any issues you encounter while using any custom configs.
If you need to manually force a specific POI to regenerate for some reason, you can use the regenerate console command in-game.
If you use the Empyrion Buddy site it has a search feature which can help a lot. I wish the in-game one had that but that isn't possible to add.
If you ever have trouble finding a PDA page using Empyrion Buddy, let me know any suggestions for "search tags" I can add to a page to make it easier to find using a search.
That's also in Empyrion Buddy! Well, you can't search by POI name but you can by trader name and see what POIs a trader is found in.
