Can I skip to a certain mission of the main scenario?
Every time I've played in the past, I've gotten to the point where I must go to the moon, and then kinda stopped there. I'd like to start a new game on the most recent version, but not really keen on going through the starting planet earlygame for the tenth or so time.

No, but those missions are all optional.
What you can do of course is give yourself resources and spawn in a blueprint to get a head start if you want.
