I got it to work I had to completely log off and load again. Thats new though usually I can just go to the load screen and log back in without a complete log out.

This happens to me occasionally, but it also occasionally happened back when I played vanilla, so I don't think it's an RE2-specific thing. Completely exiting the game and then restarting it and reloading the save has always fixed it for me, but if it's not working for you, perhaps something else is going on.
