I'll second that. Twice now I've built right next to a polaris trade station ("walkable" distance), which surprisingly doesn't irritate the faction. But it means I can borrow their teleporter and have access to some merchants to sell some junk. Plus the station repair feature is very helpful, especially when the left third of your plastic starter SV is missing because you veered to close to a Zirax base. Water / hydrogen tends to be too heavy to easily carry through a teleporter, so you'll want to be close enough to take a ship there, and as Dyspayr says, promethium / pentax nearby (or at least in system) is a strong want.
I'll add that I tend to build the frame for a huge base with lots of room and grow plots (many 9x9 grids) and what I think is alot of cargo space, but leave most of the grow plots empty and only enclose a small portion initially. Then I fill in the grow plots / constructors / expand the airtight enclosure etc as I bring back stuff from raiding POIs. But having the large frame already placed is helpful, IMHO.
Sorry I missed that last bit, yes, if you are friendly with colonists and there are no zirax or pirates on the planet you are safe to build near them or anywhere on the same planet.
P.S., the sun locations where you warp in are hard to get to again. There are like five of them and you warp in at random. Best not to build there.
