Ok I have two questions here, the first one is can I take over a Zirax base after I destroyed its Core? I just destroyed a core of Zirax O2 Station and I am thinking to over take it. Also, I cannot find any Water Extractor for early game. I only found the Industrial Water Extractor for 15, but it has Requirement that I cannot read because the description text is too smol.

For the first question yes you can place your own core in a base as long as you have destroyed all the original cores, unless you're playing on a server with POI regeneration enabled or trying to take over a main story mission POI.

For the second question, the water extractor is either available automatically right from the start, or unlockable early on in the tech tree. I forget which, but it's there and craftable.

Couldn't you just put down a core and find an answer immediately?

The early-game water extractor is the small box next to the early portable constructor. It makes water bottles and also air bottles. There is also a water extractor that makes large water pallets and works in lakes, in the small constructor. Water extractors do not mount in buildings or ships.
