The info is kinda vague. It shows the tier levels are disabled in my game but they are on. It says im tier one and I put two of the basic extenders on the ship - im still short but it made a difference. There is nothing anywhere telling me how many basics i can put on before i have to go to the second layer and how many of each layer i can have.

The PDA does explain things quite well. Whilst it does not state explicitly how many you are allowed , it does state, in bold red letters, in several places "CPU TIERS ARE DISABLED", "CPU Tiers are not used, you can ignore these stats!"....
Now the CPU numbers..., On the tool tip of each extender it tells you how many of them are allowed. So on the tech tree (default key F3) hover over ANY of the extenders and a stats list will pop up, giving mass, volume, where it can be placed (BA/CV/SV/HV) , size (in blocks) and then..... Maximum number you are allowed to place! So there is your information that you require.

yep i did that the first time and did not see the max amount. that was the info i really needed. Thanks

People always miss the tooltips. :D
