That's something you find elsewhere on the planet. Try asking some friendly locals.

Hm. No luck so far. Does it require being friendly with House Epsilon? They control most of the planet, and are very much not interested in talking to me.

edit: Nevermind, finally found it. Very cool stuff.

What about the item you get after all that? At this point I think I've explored the whole planet, and I didn't find anything else regarding the shard. I even checked the local moon, since that's hinted at in the description, but it's a small moon and I didn't find any POIs except a drone base.

You can take it to a special place on some crystalline moons and cleanse it but nothing beyond that yet.
