it's listed under the section for the tech tree, or you can search Empyrion Buddy for it.

lvl 25 is level cap, hence why u dont gain XP when u hit lvl25.

Delivering Lost Cargo and Insignias, Hacking Satelites gives you Unlock Points
There are also Research Reports that you can craft in the Decorations Section in constructors.
