There is a easy fix on that problem. enable Policy savings.

its got nothing to do with the mod, something like this happened to me once when playing as japan, i captured a city from someone and gave it back in the same turn wthout building anything in the city and it said i need to do production an i couldnt go next turn

they made policy saving because of this mod.

Policy savings should always be ticked in the setup menu, especially with mods such as this one. User Error strikes again!
