Israel's pre-production was a mass of unique units without any real abilities. Netanyahu was even to have a unique Mechanized Infantry but some complications removed that possibility before release. The real issue for having multiple unique units in Civilization VI is that, unlike Civilization V, civilizations are balanced to have both one unique unit and one unique piece of infrastructure and the leader is then allowed to have a unique unit which always promotes a domination playstyle. Examples include: Victoria, Harald; even Teddy Roosevelt was split for an aggressive city-state defender style. I think Netanyahu is better without a unique unit as his ability is geographically constrained to 9 tiles so any new unit is going to clash with Israel's defensive playstyle. The other option: alternate leaders that are less constrained by defensive play to allow new unique units.
